The Israeli Population and Immigration Authority facilitates the request for a birth certificate for any person born in Israel. This guide details the official procedure, requirements, and methods of submission as published by the relevant government bodies.
Official Procedure for Requesting an Israeli Birth Certificate
The service allows individuals to request an official birth certificate for persons born in Israel. These certificates can be issued in Hebrew only or as a dual-language document in both Hebrew and English.
Who is Eligible to Request a Birth Certificate?
A birth certificate can be requested by the following individuals:
- Yourself (the person for whom the certificate is being issued).
- A spouse.
- Your children or your parents.
Note for Third Parties: If you are an ‘interested party’ (not a direct family member), you can request a birth certificate on behalf of someone else only by applying in person at a Population and Immigration Authority office. This application must be submitted with a letter of explanation alongside your application.

Essential Requirements for Your Application
To successfully submit the request, you will need the following information:
- The ID number of the person the application is being made for.
- The original personal details (such as name and date of birth), exactly as they were recorded at the time of birth.
The service for issuing the certificate is provided free of charge by the government.
Available Languages for the Certificate
The certificates can be requested in Hebrew or as a dual-language document (Hebrew – English), as per your requirement.
If you require the birth certificate for use outside of Israel, you will almost certainly need an Apostille Stamp to validate the document for international use.
Submission Methods: How to Apply
The Population and Immigration Authority provides several methods for submitting the birth certificate request.
1. Online Application Process
You can complete and submit the official Birth Certificate Request Form online.
- The certificate will be issued within 5 days.
- The completed document will be posted to your registered address in the population registry.
- Important Note: The online service and forms are provided in Hebrew and English, but data entry is only possible in Hebrew. Seeking assistance from a Hebrew speaker is recommended if you do not speak Hebrew.
2. Digital Certificate via the Government’s Online Personal Area
Israeli citizens and residents born in Israel can obtain a digitally signed birth certificate (and a digitally signed dual-language Hebrew and English certificate) through the government’s online personal area.
- How to Issue: You must first register for the Government Identification System to enter the personal area.
- Under the section titled “documents,” you will find your digitally signed birth certificate, as well as the birth certificates of your parents and children, which you can download directly to your computer or cell phone. This method eliminates the need to visit a PIBA office for this service.

3. Alternative Submission Methods (Offline)
If you prefer not to submit the form online, you can complete the online Birth Certificate Request Form and print it, or print a blank form and complete it by hand. The completed form can then be submitted via one of the following channels:
- Self-Service Stands: Submit the application at one of the self-service stands located in the Population and Immigration Authority offices.
- Service Boxes: Place the printed application in the service box found next to the self-service stands in the authority offices during work hours, or outside the offices 24 hours a day.
- In Person: Submit the application in person at your local Population and Immigration Authority offices.
- Post: Mail the application to: The National Center for Service and Information, 42 Agripas Street, Jerusalem, Israel.
- Fax: Submit the application by fax to 02-6294755.
If the document is intended for a country not party to the Hague Convention, or if you require additional legal confirmation, our office can provide notarization and certified translation services.
Save Time on Authentication
While the process for obtaining the certificate is managed by the Population and Immigration Authority, all official documents, including Birth Certificates, require an Apostille Stamp or Notarization for use abroad.
